Vulkan 1.4.367 releases with VK_KHR_maintenance12 extension

Vulkan 1.4.367 is out as the latest spec revision for the graphics and compute API. This version introduces the VK_KHR_maintenance12 extension, which was developed by Valve's Mike Blumenkrantz alongside engineers from NVIDIA, Nintendo, LunarG, and AMD. The extension bundles several minor changes, including support for variable indexing without uniformity using a PushConstant storage class.

The update also adds a new driver ID for Borealis. Borealis is an Apple Silicon Mesa Vulkan driver fork that is part of the Aurora Silicon project and focuses on AI. The release includes various minor bug fixes and clarifications to the specification.
